What kind of eyeliner can I use?

I want a black eyeliner that will last all day ON MY WATERLINE. My friend says she uses a liquid eyeliner on her waterline but I don't believe her because I've tried and my eye just turns black. It runs. And I can't get it dark enough. Please I just want to stop having to reapply my makeup. I've tried Maybelline Unstoppable Eyeliner but it still drips halfway through the day. And I don't want an eyeliner that's impossible to get. Something that I can buy at my average Walgreens. Please help! And if there is a liquid eyeliner that works on my waterline I'd like the name of that too. Or just tell me what I'm doing wrong
