Does it make sense to get Photoshop CS2 for a $800 PC?

or should I upgrade to a new PC. The $800 PC has 512 mb ram, P4, 2.80 , with a small harddrive 40 gig....I have an 250 gig external harddrive too.......Is this set up fast enough to run CS2 ?
